The brief

King Square 3 is a commercial building located within the King Square development. This urban renewal project will form part of the link between the Perth CBD and Northbridge, providing easy movement between the entertainment, cultural and business districts of Perth.

Olsson Fire & Risk was engaged to complete the fire engineering of this building. King Square 3 includes commercial and retail spaces, along with an onsite childcare centre. To provide a safe and secure childcare facility with outdoor play spaces, the design team chose to locate this on Level 2. Without specific guidance in the Building Code of Australia, the project’s Building Surveyor asked that a specific fire and evacuation strategy be developed for this area.

The solution

Having young children located above ground provides challenges for evacuation. The majority of the children were assumed to be unable to safely use the stairs without adult assistance. To address the risk of a fire on Level 2, high-risk areas such as the kitchen were fire-separated and corridors were constructed as smoke compartments to provide temporary refuge during evacuation. In addition to the two fire-isolated exits, the low-rise accommodation stair was also designed to allow its use during fire on Level 2, increasing the number of exits available to three.
